Bayelsa State has recorded a major milestone in its power sector with the issuance of its first Electricity Distribution Licence to the Bayelsa Electricity Distribution Company Limited (BYEDC).
The licence was formally issued on Monday, August 18, 2026, by the Bayelsa State Electricity Regulatory Agency (BYERA) at a ceremony in Yenagoa.
The Distribution Licence No. BYERA/EDL/001, which has a 20-year tenure, was presented by the Director-General of BYERA, Dr. RosaLyn Dressman, to Engr. Ete Pinnick, Managing Director of Port Harcourt Electricity Distribution Plc (PHED), who received it on behalf of the group.
The issuance marks Bayelsa’s transition to a locally regulated, accountable and investment-driven electricity market and represents the culmination of months of regulatory, technical and institutional work by the agency.
According to BYERA, the licence authorises BYEDC to undertake electricity distribution activities within its approved service area in the state, subject to the agency’s regulatory oversight, performance standards and consumer protection requirements.
The Director-General said the event goes beyond the signing of a document, noting that it represents the practical implementation of the state’s resolve to build an electricity market that is closer to the people and capable of attracting investment.
“It represents Bayelsa State’s determination to build an electricity market that is closer to the people, responsive to local realities and capable of attracting the investment required to improve electricity supply across the state,” BYERA stated.
The agency said licensing will be used to set clear obligations for operators, monitor service delivery, protect consumers and promote investment in electricity infrastructure.
It added that for consumers, the new regulatory regime will provide greater local oversight on metering, billing, service standards, complaints handling and compliance.
BYERA clarified that the issuance of the first licence does not close the state’s electricity market to other investors.
“Subject to applicable laws, regulations and licensing requirements of BYERA, other eligible participants may enter the market and contribute to the expansion and improvement of electricity services across the state,” the agency said.
It explained that the approach is aimed at encouraging competition, innovation and improved service delivery, while avoiding a monopoly in the state’s electricity future.
BYERA noted that with a licensed operator, a defined regulatory authority and clearer obligations now in place, the framework for electricity distribution in Bayelsa is no longer merely on paper.
The agency stressed that reliable electricity is critical to economic growth, supporting businesses, industries, schools, healthcare facilities and households, and is key to attracting investment and improving quality of life.
“The issuance of Bayelsa State’s first Electricity Distribution Licence therefore represents more than a regulatory milestone. It is another building block in the state’s efforts to create an electricity market capable of supporting its long-term development,” BYERA said.
The agency added that with the August 18 ceremony, Bayelsa’s electricity sector has opened a new chapter.
